OUR PRICES

We charge you only $25 to write the Coast Guard’s Operator proficiency Exam. This fee includes everything (applicable taxes, Temporary Operator Card, and permanent Pleasure Craft Operator Card). Please note that some testing agents will add a $5 surcharge, for a total cost of $30.

Other course providers charge as much as double our price for the same service. Their cost to produce and mail a Coast Guard Pleasure Craft Operator Card to you is the same as ours, less than $3 per card. If we charge you as little as $25 to write the exam, that still leaves us more than $22 per card; easily enough to cover our other overhead and operating costs and provide us with a reasonable profit margin.

We created this web site to provide boaters with the most affordable means possible to get their Pleasure Craft Operator Card. Compare our prices with those of other course providers.


Your Pleasure Craft Operator Card can be damaged by exposure to the elements or to solvents such as gasoline or insect repellent. We charge only $12.50 for duplicate or replacement cards; others charge up to $25.

WRITE THE EXAM BY MAIL

To ensure true testing of boating safety knowledge, all boaters must be supervised while writing their Operator Proficiency Exam. If you are not located near one of our Testing Centres, you can write a proctored exam. To write a proctored exam, we need to be able to send the exam to somebody (the Proctor) who is not related to the person or persons writing the exam by birth or marriage, and who belongs to any of the following professions:

  • Peace officer

  • Justice of the peace

  • Court official

  • Officer of the court

  • Lawyer

  • Clergy person

  • Elected representative

  • Doctor

  • Nurse

  • Engineer

  • Chartered accountant

  • School principal

  • A person holding a teaching license; or

  • A member of some generally recognised professional organisation.

The information required from the proctor for a correspondence exam is:

  • Proctor's full legal name:

The above information can be forwarded by you or by the proctor via e-mail to support@safetyafloat.ca.

If the proctor that you propose is accepted, we will explain their duties to them and arrange for them to receive the exam materials by mail or by e-mail. The cost of a proctored exam is $25 (price includes applicable taxes, temporary card, and permanent official Pleasure Craft Operator Card). Fees should be made payable to freecourse.ca and should be forwarded by the proctor to freecourse.ca with the corrected answer sheet.

The exam must be completed within a 45-minute time period. After the exam is completed, the proctor marks it and then the exam, instructions, answer sheet, and correction key are returned to freecourse.ca. When you pass your exam, your permanent Coast Guard operator card will be sent out to you by first class mail.

RECOGNITION OF OTHER TRAINING

For courses completed after April 1, 1999, a PCOC can be issued in recognition of the following certifications:
- Master mariner;
- Master, intermediate voyage;
- Master, local voyage;
- First mate, intermediate voyage;
- First mate, local voyage;
- Watchkeeping mate, ship;
- Restricted watchkeeping mate, ship;
- Watchkeeping mate, MODU/surface;
- Watchkeeping mate, MODU/self-elevating;
- Watchkeeping mate, MODU/inland;
- Master, ship of not more than 350 tons, gross tonnage, or tug, local voyage;
- Master, limited;
- First mate, limited;
- Fishing master, first-class;
- Fishing master, second-class;
- Fishing master, third-class;
- Fishing master, fourth-class;
- Certificate of service as master of a fishing vessel of not more than 100 tons, gross tonnage;
- Certificate of service as master of a ship of not more than 1600 tons, gross tonnage;
- Bridge watchman;
- Proficiency in fast rescue boats.

A PCOC cannot be issued in recognition of the following training:
- Small Vessel Operator Course.
 
For a person with acceptable equivalent qualifications to obtain a PCOC from freecourse.ca, they need to send us the following:
- A photocopy of acceptable equivalent qualification (see list above)
- A photocopy of valid photo ID
- First name and last name (indicate lowercase, caps, and spaces)
- Mailing address
- Date of birth
- A cheque for $25 payable to freecourse.ca
